How can I achieve that new users will not be able to do anything and all access trials will be rejected ?

Answer

This is quite easy. Position with option A to user QDEFAULT and all new users will be created as controlled users.

Non registered users will still be registered automatically, but instead of a learning phase all accesses will be rejected but logged.

Activation of user QDEFAULT terminates the learning phase. Your iSeries 400 is secure as soon as no other user is in the learning phase any longer.

For each user who still is in a learning phase - this can be identified by group QNEW and TV on the right part of the display- controlling can also be activated by entering option A.
